
Adsterra and the Opaque World of Ad-Tech Enforcement

A few days ago, I documented my personal experience with the Adsterra ad network on RMN News, where my publisher account was abruptly suspended under a fraud-related clause and later reinstated without any explanation. While that article presented the facts of a specific case, the episode led me to reflect on a larger and more troubling issue: the growing opacity in the ad-tech ecosystem and the risks it poses to digital publishers.
As someone who has been closely associated with the digital media industry for years, I have seen how online advertising has evolved into a complex and often opaque system. Ad networks, demand-side platforms, supply-side platforms, and automated fraud detection tools operate behind layers of algorithms that most publishers neither see nor fully understand. While this complexity is often justified in the name of efficiency and security, it also creates an environment where decisions affecting publishers can be taken unilaterally, with little or no transparency.
In my case, the suspension of my account was attributed to clause 6-d of Adsterra’s Terms and Conditions—a provision that deals with artificial inflation of impressions or clicks through fraudulent means such as bots or proxies. These are serious allegations, and any genuine violation must certainly be addressed. However, what I found deeply concerning was not the existence of such a clause, but the manner in which it was invoked. No specific activity was identified, no evidence was shared, and no opportunity was provided to understand or respond to the allegation. Despite repeated written requests, I was only directed back to the same generic Terms and Conditions.
I was surprised to see how easily a system can move from accusation to action without any meaningful disclosure. The situation became even more perplexing when the same account was reactivated shortly thereafter, again without any explanation. This sequence of suspension and reinstatement, both devoid of transparency, raises important questions about the reliability of such enforcement mechanisms. If a violation was indeed detected, what changed to justify the reversal? And if no violation existed, why was the action taken in the first place?

These questions are not merely academic. For many publishers, especially small and independent ones, ad networks are a critical source of revenue. An abrupt suspension—even if temporary—can disrupt operations, affect earnings, and create uncertainty. When such actions are taken without clear communication, they erode trust and leave publishers in a vulnerable position.
It is often argued that ad networks cannot disclose detailed reasons for enforcement actions because doing so might expose their fraud detection systems to manipulation. While there may be some merit in protecting sensitive mechanisms, this argument cannot be used as a blanket justification for complete non-disclosure. There is a reasonable middle ground where platforms can provide high-level, non-sensitive explanations that allow publishers to understand the nature of the issue without compromising security.
Another dimension of the problem is the increasing reliance on automated systems. Machine-driven decisions, while efficient, are not infallible. They can generate false positives, especially in cases where traffic patterns deviate from expected norms for legitimate reasons. For instance, a sudden spike in traffic due to viral content or external referrals could be misinterpreted as suspicious activity. In such scenarios, the absence of a human review mechanism or a transparent appeal process can lead to unfair outcomes.

Through the RMN Consumer Rights Network (CRN), I have consistently emphasized the importance of transparency and accountability in digital services. The ad-tech industry, given its scale and influence, cannot remain outside this conversation. Publishers, like consumers, deserve clarity when actions are taken that affect their interests. A system that relies solely on unilateral decisions without explanation risks undermining its own credibility.
This is not to suggest that all ad networks operate in the same manner or that enforcement actions are inherently unjustified. Fraud in digital advertising is a real and persistent problem, and platforms must have mechanisms to detect and prevent it. However, the effectiveness of these mechanisms should not come at the cost of fairness and transparency.
The broader question, therefore, is not whether enforcement is necessary, but how it is implemented. Can platforms design systems that are both secure and transparent? Can they provide publishers with meaningful feedback without exposing sensitive details? Can there be a standardized approach to handling disputes and appeals?
As digital publishing continues to grow, these questions will become increasingly important. The relationship between publishers and ad networks must be based on mutual trust, and that trust can only be sustained through clear communication and accountable processes. My recent experience has highlighted the gaps that currently exist, and it is my hope that by bringing these issues into the open, we can encourage a more balanced and transparent ecosystem.
