IBM and U.S. Department of Commerce to Establish Anderon, the First Domestic Purpose-Built Quantum Foundry

The U.S. Department of Commerce and IBM have signed a Letter of Intent to establish Anderon, the nation’s first dedicated quantum chip foundry. Supported by a proposed $1 billion CHIPS Act award and a matching $1 billion investment from IBM, the facility will be located in Albany, New York, to manufacture 300-millimeter quantum wafers and secure a domestic supply chain for emerging technologies.

U.S. Government and IBM Partner to Secure Quantum Supply Chain

The U.S. Department of Commerce (DoC) and IBM have announced a significant strategic initiative to build a domestic quantum chip foundry, a move designed to secure American leadership in the global quantum ecosystem. This partnership will result in the creation of a new, standalone IBM company named Anderon, which will operate as the first “pure-play” quantum foundry in the United States.

The project is supported by a proposed $1 billion investment from the CHIPS and Science Act, which will be matched by a $1 billion cash contribution from IBM. In addition to capital, IBM will provide Anderon with essential intellectual property, physical assets, and a specialized workforce to begin operations. Based in Albany, New York, Anderon will focus on the fabrication of state-of-the-art 300-millimeter quantum wafers.

Technical Capabilities and Economic Impact

Anderon is designed to serve as a national hub for quantum manufacturing, providing wafer fabrication services for various quantum technology vendors. Initially, the foundry will focus on producing wafers for superconducting qubits and supporting electronics, with plans to expand into other quantum modalities in the future. The facility will utilize advanced processes, including superconducting wiring and through-silicon vias, supported by dedicated process design kits and in-line testing to ensure reliable scalability.

This investment comes as the quantum industry is projected to generate up to $850 billion in economic value by 2040. Beyond economic growth, the initiative is cited as a priority for national security, as quantum computing is expected to transform fields such as materials science, cybersecurity, financial modeling, and biopharmaceutical discovery.

A Roadmap for Quantum Commercialization

The launch of Anderon aligns with IBM’s broader objective to deliver the world’s first large-scale, fault-tolerant quantum computer for commercial clients by 2029. To date, IBM has deployed over 90 quantum systems and maintains a partner ecosystem of more than 325 organizations.

By establishing a secure, U.S.-based supply of quantum wafers, Anderon aims to catalyze the production of scalable quantum technologies within the country. The commencement of the project remains subject to the final negotiation and execution of definitive documents between IBM and the Department of Commerce.
